Commissioned by the Federal Department of Health and Ageing , the Sentinel Sites Evaluation (2010 – 2013) was a holistic evaluation of the $805m Indigenous Chronic Disease Package (ICDP), a federal government initiative designed to improve the capacity of primary health care services to more effectively prevent and manage chronic disease among Indigenous populations.

The purpose of the evaluation was to assist the Department to understand where and why the ICDP was effective at the local level, to refine ongoing implementation and design of the package. In consultation with the Department, Menzies designed and conducted the formative place-based evaluation covering 24 urban, regional and remote locations in all Australian states and territories.

Findings from the Sentinel Sites Evaluation have been used to inform the ongoing implementation of the ICDP; government policy development and advocacy work for improved services for Indigenous people

The Sentinel Sites Evaluation has made a substantial contribution to the knowledge base regarding the delivery of primary health care for Indigenous people and evaluation methodology, as reflected in references in government reports and peer-reviewed publications.
